Whispering Pines will get city of Cle Elum water
CLE ELUM — The Cle Elum City Council has approved a request to provide water service to Whispering Pines RV Resort.
The resort, in the city’s Urban Growth Area, sits outside the Cle Elum city limits on the south side of Interstate 90. In 1990 the county issued a conditional use permit authorizing development of the 60-acre campground with restrooms, office, store, manager’s residence, clubhouse and up to 257 RV pads, of which 30 could have full hook-ups including water and sewer, and the remainder would have partial hook-ups, including water.
The resort, which has a well, is served by a Class A water system. But since 2006 the resort has been under an order from the state Department of Health to boil water because of water quality problems.
The resort is now facing crunch time because the Department of Health has ordered Whispering Pines to obtain potable water or find some way to treat the water it uses, said Erin Anderson, land attorney for the city.
Terry Wallgren, who owns the resort along with his wife, Sharon, and Ray Rogalski, said efforts to purchase water rights that the resort could then bring to the city in exchange for water service have proven unsuccessful. The resort owners want to purchase the right to use city water.
The city, which has had its water rights established legally, has 1,600 acre-feet of water rights and currently uses a little more than half that amount. Plans call for the water line to go under Interstate 90 through a concrete culvert. Anderson told the council that if the extension were approved, it wanted to see Whispering Pines put in a “dry” sewer line at the same time it put in the water line. That line would be available should the city annex Whispering Pines and begin providing sewer service to the area.
Serving existing spaces
Anderson said there are no current plans to expand the number of RV sites at the resort. Whispering Pines is trying to get potable water to serve its existing facilities.
“They are trying to get the situation in hand over here with the sites they’ve already got,” she said.
The council was told Whispering Pines would need to purchase the right to an estimated 18 equivalent residential units, the amount an average household would be expected to use in a month from the city. Whispering Pines will pay a one-time transfer fee of $3,500 per unit. Like all city water customers, it will pay a monthly water service charge. At the end of one year, Whispering Pines’ usage will be reviewed and financial adjustments will be made if needed.
